Helping Shelters Help Communities
The Humane Society of the United States (HSUS) offers a Compact Evaluation for shelters staffed with twelve or fewer employees that handle fewer than 10,000 animals annually.
How does the Compact Evaluation Work?
The Compact Evaluation begins with information-gathering. During this phase, we assemble a team and request background information from your agency. We follow the information gathering phase with a two-day site visit by a Shelter Services coordinator and an expert consultant. If you perform field services, an additional consultant will be added to the team.
Through pre-visit discussions with your organization's representatives, our Shelter Services coordinator will determine 5 core areas with which the organization needs the most help. These 5 core areas are chosen from the list below (please note: we strongly recommend that topics 4, 5, and 6 are included in each Compact Evaluation):
- Shelter Maintenance
- Shelter Interior Design and Layout
- Shelter Operations
- Animal Care, Housing, and Handling
- Veterinary/Health Issues
- Euthanasia
- Adoptions
- Community Outreach Programs
- Governance, Management, and Leadership
- Field Services/Animal Control
- Human Resources
- General Financial Issues
After the site visit, the Shelter Services team will provide a comprehensive report detailing the observations made during the site visit and make recommendations where improvement is needed. The report will also provide resources to address these issues.
How is the Compact Evaluation different from the Comprehensive Evaluation?
The Compact Evaluation provides a more topic-targeted assessment for smaller organizations, which can be offered at a very affordable rate.

The HSUS's Shelter Services team has a lengthy record of providing objective assessments to help animal care organizations translate their goals into a reality.
