Most shelter directors have dared to dream the impossible dream: that one day, an animal-loving philanthropist would sprinkle millions of nutrient-rich dollars over all the grand plans of their cash-strapped organizations, helping them grow and flourish.
For many, that scenario remains a fantasy. But in Florida, the wealthy animal lover has arrived in the form of an unlikely source: local government. Armed with a huge chunk of change from taxpayers, Palm Beach County Animal Care and Control has started distributing money to groups whose mission benefits the work of animal control.
