    At Front Street Animal Shelter in Sacramento, California, staffers save close to 90 percent of the nearly 11,000 animals they see each year, a 70-percent increase from 2012. The vast improvement is credited to new staff positions, lifesaving new policies and out-of-the-box marketing and social media efforts.
